What is inside a fabric-wrapped panel?

A high-density acoustic core, either acoustic foam or mineral wool depending on the grade and the fire requirement, wrapped in a permeable fabric facing. The core provides the absorption; the fabric provides the finish and has to stay permeable or the panel stops working.
